The Small Business Participation Commitment Document (SBPCD) outlines requirements for offerors to demonstrate their commitment to utilizing U.S. Small Businesses in federal acquisitions. This document is crucial for evaluating proposed small business participation, which becomes a binding contractual requirement. Offerors must specify their prime contractor size, whether a large or small business (including socioeconomic categories like SDB, VOSB, WOSB, SDVOSB, HUBZone). A minimum annual small business participation of 3% of the total contract dollar value is required. The document also mandates a detailed list of all small business concerns (SBCs) to be used, including their business category, products/services, NAICS code, and the nature of their commitment (e.g., letter of commitment, joint ventures, mentor protégé agreements). Any changes to these small business participants must be pre-approved by the Contracting Officer. Supporting documentation can be attached, and the document requires authorization through the offeror's signature, name, title, and date.
