Intent to Sole source-FY26 IDS – Echo‑54 Indoor People Sensors (Black)

The Federal Bureau of Investigation (FBI) Finance and Facilities Division has issued a Notice of Intent to award a sole-source, firm-fixed-price contract to Perimeter AI Inc. (doing business as Echo54). Valued at approximately $72,000, this procurement is for Echo-54 Indoor People Sensors to be installed within existing security and telecommunications systems at the FBI Redstone Arsenal in Huntsville, Alabama. The FBI intends to negotiate solely with Perimeter AI Inc. under FAR 6.302-1, as market research indicates they are the only source capable of meeting the strict compatibility, installation, performance, and aesthetic requirements without necessitating system modifications, additional hardware, rewiring, or staff retraining. Specifically, the specialized motion detection sensors must mount directly into existing octagon mounting brackets, feature built-in end-of-line resistors, match the performance of currently deployed sensors, and meet a new black cosmetic color specification. Although this notice is not a competitive solicitation, interested parties may submit capability statements to Contract Specialist Justin Little at jalittle2@fbi.gov. To be considered, vendors must fully demonstrate that their alternative sensors are functionally equivalent and compatible with the existing infrastructure.
