TANKER (LNG) VOYAGE CHARTER

The Military Sealift Command (MSC) Strategic Sealift Program Management Support Office has issued a Sources Sought notice (No. N32205-SS-N103-26-172) to conduct market research for a Liquefied Natural Gas (LNG) voyage charter. MSC is requesting information on the price and availability of U.S. flag vessels or barges capable of carrying a minimum of 50,000 MMBTU (approximately 2,200 CBM) of LNG. The primary purpose of the charter is to transport LNG to Naval Station Guantanamo Bay (NSGB), Cuba, to facilitate the cooldown process of a new terminal and storage tanks. The vessel must meet strict physical and operational parameters, including a maximum displacement of 41,000 metric tons, a maximum draft of 10 meters, a gross volumetric capacity of 4,000 to 15,000 cubic meters, and specific unloading and connection requirements. Interested parties must provide company information (including small business status under NAICS code 483111), vessel details, and lump-sum/demurrage rates. Respondents must also indicate their capability to meet target delivery windows of either September 28 – October 2, 2026, or October 19 – 23, 2026. Responses are due via email to Jordan Morrison and Franklin Orvin by 1000 hours Eastern Time on Wednesday, September 16, 2026.
