Contract Opportunity Analysis
The Department of the Army, acting for the Department of War as executive agent for Emergency Mass Warning and Notification, is seeking information for a comprehensive EMWN solution to support a single, unified alerting capability. The scope is to replace disparate mass warning products with a commercial off-the-shelf system that can provide alerts and notification services across email, text, phone, mobile app, and desktop channels, along with program management, incident handling, and migration planning. The solution is expected to support about four million primary subscribers and dependents worldwide, operate in a FedRAMP-approved Impact Level 5 cloud environment, and meet applicable DoW, federal, security, and compliance requirements. Respondents are to submit a technical description, a completed cost estimate worksheet or cost estimate, and a migration schedule by May 29, 2026.
