Hurst eDraulic Annual Tool service (Sole Source)

The NAVSUP Fleet Logistics Center Pearl Harbor seeks a sole-source contractor for annual preventative maintenance and repairs of Hurst eDraulic rescue tools used by the federal fire department. This action is justified under 41 U.S.C. 1903 (FAR 13.106-1(b)(1)(i)) due to exclusive licensing agreements, as LN Curtis is the only authorized distributor and service technician on Oahu for this critical life-saving equipment. The contract requires the contractor to perform inspections, cleaning, lubrication, adjustments, and minor repairs according to manufacturer recommendations and NFPA 1936 standards. The contractor must provide a comprehensive report within seven calendar days of the semi-annual visit. Improper servicing by unauthorized personnel could lead to equipment failure and loss of life.

This Performance Work Statement outlines the requirements for a contractor to provide inspection, testing, and maintenance (ITM) services for Hurst Electro-Hydraulic (Edraulic) rescue/extrication tools and equipment for the Commander, Navy Region Hawaii Federal Fire Department (FFD). The contractor will perform annual service, preventative maintenance, cleaning, lubricating, adjustments, and minor repairs in accordance with manufacturer recommendations and National Fire Protection Association (NFPA) 1936 standards. The scope includes spreader/cutter/combination tools, ram tools, accessories, batteries, chargers, and adapters. The contractor is responsible for providing specific replacement parts, record-keeping, specialized cleaning, fluid replacement, and disposal of hazardous materials. Work will primarily be performed at FFD Fire Station 5 on Oahu. Contractor personnel must be US citizens, manufacturer-certified, and comply with all Navy rules and regulations, including DBIDS for base access. The contract includes a base year and four option years.
