Notice of Intent to Sole Source - Bloomberg Financial L.P.

The US International Development Finance Corporation (DFC) is seeking a sole source purchase order for Bloomberg Terminal subscriptions from Bloomberg Finance, L.P. This justification, made under FAR 13.5 IAW 41 U.S.C 1901 and FAR 6.302-1, states that Bloomberg is the only vendor capable of meeting DFC's need for a comprehensive financial data and analysis online information system. Bloomberg's unique capabilities include exclusive provision, comprehensive integration of data and news (including specialized content like Bloomberg Law and Bloomberg Government), proprietary analytics ({PORT}, {MARS}, {EQS}, BQuant), DFC-specific customization, and a cost-effective shared access model. DFC conducted market research, including testing other platforms, and found no alternatives that could replicate Bloomberg's integrated suite of tools and datasets. The anticipated cost is deemed fair and reasonable based on historical data and market comparisons. DFC will continue to seek alternative solutions for future acquisitions to promote competition.
