Blood Gas Analyzers

The Department of Health and Human Services, Indian Health Service, Lawton Indian Hospital, requires new blood gas analyzers, consumables, and a comprehensive service agreement. This Statement of Work (SOW) outlines the need for two new, not refurbished, analyzers to provide quick and accurate blood gas test results. Key technical requirements include specific size limitations, clot detection, self-contained components, built-in printers, cost-effectiveness for low volume, and minimal routine maintenance. The analyzers must perform pH, PCO2, PO2, and O2Sat tests.The contractor is responsible for delivery, installation, on-site setup, staff training, and ongoing technical support, including 24/7 priority repairs and software updates. The contract includes an annual preventive maintenance visit, repair services, and all necessary supplies, with a base year and four option years. Special requirements cover security clearances, adherence to a tobacco/smoke-free environment, and strict information confidentiality. Deliverables include the analyzers, a preventive maintenance agreement, service reports, and all consumables. The contractor must be authorized, trained, and certified by the instrument manufacturer.

The Indian Health Service (IHS) requires offerors to self-certify as an “Indian Economic Enterprise” (IEE) under the Buy Indian Act (25 U.S.C. 47) for solicitations like the Blood Gas Analyzers project. This certification must be valid at the time of offer, contract award, and throughout the contract's performance period. If eligibility changes, the contractor must notify the Contracting Officer immediately. Documentation of eligibility may be required, and awards are subject to protest. Additionally, successful offerors must be registered with the System for Award Management (SAM). Providing false or misleading information is a violation of law, punishable under 18 U.S.C. 1001, with false claims during performance subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287. The form includes spaces for project details, the offeror's representation of IEE status, and signatures from the 51% owner, certifying individual, tribal entity, and business, along with the UEI Number.
