Analytical Capability to Link Data for Domestic and International Companies

The Defense Counterintelligence and Security Agency, within the Department of Defense, is seeking small business sources for a business analytical capability to link data, news, market research, and analytics to support national security vetting and counterintelligence needs for domestic and international companies. The work would provide a single-access software tool that helps analysts identify trends, connections, supply chains, ownership, leadership, interlocking corporate relationships, business operations, financial viability, industry position, merger and acquisition activity, and risk across the commercial and financial community. The capability is expected to aggregate news, corporate structure data, litigation materials, market insights, and deep financial analysis, must be ISO 9001 certified, must not retain or share searched information with third parties, and must be supported only by U.S. citizens, with users accessing it from U.S. government resources in the continental United States. This is a sources sought notice only, with the desired capability start date of September 29, 2026, and responses due by email no later than 2:00 PM EDT on Wednesday, June 3, 2026, to Frederick Lindner and Sarah Croyle with a brief capabilities statement of no more than five pages.
