Intent to Sole Source: All-Band P25 Smart Radios

The Department of Veterans Affairs, specifically the Charlie Norwood VA Medical Center, is requesting a single-source award for Motorola APX NEXT Two-Way Portable Radios. These radios are essential for the new Ambulance Service being established, enabling rapid and secure communication for emergency services. The justification for a single source stems from the fact that nearly all public safety entities in the CSRA region utilize Motorola-only communication systems, specifically through “Augusta Communications.” To ensure compatibility and effective integration with existing local hospitals, law enforcement, fire, and EMS in a six-county area, Motorola radios are necessary. The APX Next model was selected based on its technical characteristics that best meet the operational needs of the Emergency Department Ambulance Service, including advanced noise cancellation, encryption, and cellular/LTE/Wi-Fi capabilities. Limited market research was conducted due to the proprietary nature of the existing radio communication system in Augusta, which restricts services to Motorola Authorized Service Centers. Purchasing from another vendor would incur additional costs and coordination to ensure compatibility. Therefore, a sole-source award to Motorola Solutions Inc., a small business, is recommended.
