Simulation-augmented, Real-time Platform Adaptive Seamless Trials (SURPASS)
Contract Opportunity Analysis
The Advanced Research Projects Agency for Health, within the Department of Health and Human Services, is soliciting proposals to establish the Simulation-augmented, Real-time Platform Adaptive Seamless Trials program. To modernize and accelerate clinical drug development, awardees must build a persistent, adaptive, and phaseless platform trial across three Technical Areas focusing on simulation-based design engines, continuous inference statistical frameworks, and AI-enabled agentic operations. This five-year program is structured into a 24-month buildout stage and a 36-month validation and deployment stage, requiring core platform teams to establish a network of at least six clinical sites and secure FDA clearance for a Master Protocol with at least three initial investigational arms. Proposers must submit a mandatory four-page Solution Summary by November 30, 2026, and all questions should be directed to the SURPASS team at SURPASS@ARPA-H.GOV.
