Intent to Sole Source

This federal procurement document is a Justification and Approval (J&A) for other than full and open competition, prepared by the Federal Bureau of Investigation’s (FBI) Architectural Engineering Service Unit. The FBI intends to award a sole-source contract to KI (Krueger International) to replace fixed seating components for 800 seats in the B5 classrooms at the FBI Academy in Quantico, Virginia. The acquisition covers all associated labor, parts, delivery, and installation costs. The statutory authority invoked for this non-competitive procurement is 41 U.S.C. 3304(a)(1), which permits sole-source acquisitions when only one responsible source can satisfy the agency's requirements. KI is the sole manufacturer of seating components compatible with the facility's existing fixed KI bases. Because of proprietary engineering and design constraints, alternative products from other manufacturers—such as Sedia Systems—are incompatible. Acquiring non-KI components would require a costly, full replacement of the entire seating system, exceeding budget limits and causing unacceptable disruptions to critical training schedules. Furthermore, maintaining the structural integrity and warranty of the existing seating system relies on utilizing authentic KI parts. While the FBI will explore competitive options during future comprehensive classroom renovations, KI is currently the only source capable of meeting these immediate requirements.
