Munitions History Program Support

The Army Contracting Command – Rock Island (ACC-RI) on behalf of Joint Munitions Command (JMC) G4 issued a Request for Information (RFI) for the Munitions History Program (MHP). The RFI aims to identify capable sources to support the MHP application, which collects and stores inspection and test data, tracks ammunition technical history, and provides quality assurance data. The MHP also manages various ammunition-related business processes, including the Ammunition Stockpile Reliability Program (ASRP) and Ammunition Suspensions and Restrictions. The government anticipates awarding a one-year base contract with four one-year option periods. Interested parties must demonstrate specialized experience with Arms, Ammunition, and Explosives (AA&E) systems, particularly MHP or similar munitions lifecycle management systems. The RFI details specific experience requirements, such as knowledge of DA Ammunition Surveillance Policies (AR 702-6 and AR 740-1), ammunition condition reporting, the Army ammunition lot numbering system, and experience with Army financial and System and Organizational Controls (SOC) auditing processes. Respondents are asked to provide a summary of their capabilities and address specific questions related to MHP experience, technical expertise, compliance, data management, and strategic guidance.
