The Department of the Army’s Joint Project Lead Enabling Technologies is seeking preproposals to establish the Chemical, Biological, Radiological and Nuclear Advance Defense Enabling Network and Clinical Capability (CADENCC) prototype project. The main scope of the project is to accelerate Phase I and Phase II clinical trial startups for chemical, biological, radiological, and nuclear defense products by implementing Master Protocols, deploying decentralized trial technologies, and establishing a pre-positioned clinical trial site network. Evaluations will focus on technical merit, military and program relevance, regulatory compliance, and a minimum Technology Readiness Level of four, with the work performed in Frederick, Maryland. Preproposals must be submitted by September 17, 2026, to Hunter T. Robinson at hunter.t.robinson4.civ@army.mil.
