Chemical, Biological, Radiological and Nuclear Advance Defense Enabling Network and Clinical Capability (CADENCC)

The Department of the Army’s Joint Project Lead Enabling Technologies (JPL ET), under the Capability Program Executive for Chemical, Biological, Radiological and Nuclear Defense (CPE CBRN Defense), has issued a Request for Project Proposal (RPP) under Other Transaction Authority (OTA) (10 USC 4022). This solicitation seeks preproposals for the Chemical, Biological, Radiological and Nuclear Advance Defense Enabling Network and Clinical Capability (CADENCC) prototype project. The primary objective of CADENCC is to establish an enabling capability that accelerates clinical trial startups—specifically Phase I and Phase II trials for pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP), and early treatment products. It aims to achieve this by implementing Master Protocols, deploying innovative technologies for decentralized trial operations, and establishing a pre-positioned clinical trial site network to enhance CBRN defense readiness. Preproposals must be submitted by September 17, 2026, and are limited to 10 pages, excluding the cover page, Rough Order of Magnitude (ROM), and Work Breakdown Structure (WBS). Offerors must be registered in the System for Award Management (SAM). Submissions will be evaluated on technical merit, military and program relevance, funding availability, a minimum Technology Readiness Level (TRL) of 4, project objectives, regulatory compliance (cGMP, GLP, GCP), key personnel qualifications, facilities, budget, and past performance. Successful completion of this prototype project may lead to a non-competitive, follow-on production contract or transaction agreement.
