SETA Support for S&T Office of Systems Engineering, Standards and Office of Test and Evaluation

The Department of Homeland Security (DHS) Science and Technology (S&T) Directorate has issued a Request for Information (RFI) for Systems Engineering and Technical Assistance (SETA) services. This RFI aims to gather information on industry capabilities, particularly from small businesses, to support DHS S&T in Federal Government Acquisitions and Research and Development (R&D) in Systems Engineering, Standards (SES), and Test and Evaluation (T&E). The required services include providing technical knowledge, scientific information, advice, and program management support. DHS S&T is looking for immediate technical assistance for SES and T&E Divisions, with an anticipated start date of June 2, 2026, via the One Acquisition Solution for Integrated Services Plus (OASIS+) vehicle. The RFI details specific personnel requirements for both SE and T&E roles, including standard occupational classifications, descriptions, and minimal experience/training levels, along with required certifications. Interested parties are asked to describe their ability to provide qualified personnel, their experience in scientific and technical support, application of systems engineering processes to DHS acquisition programs (including HSI, Standards, and Digital Architecture), and experience with digital engineering, model-based systems engineering, and modeling and simulation. Submissions should also address plans for remedying any capability gaps. Responses are due by NOON Eastern Time, February 20, 2026.
