Contract Opportunity Analysis
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking treatment services for federal defendants and persons under supervision through Blanket Purchase Agreements. The scope includes urine collection, testing, and reporting, along with substance use treatment and mental health treatment services across locations within the Eastern District of Texas. The agreements would run from October 1, 2026, through September 30, 2027, with possible unilateral extensions for four additional one-year periods, and offerors must be able to provide services within the catchment area using a facility available for use and professionals who meet required experience and criteria. Pricing must be at or below the offeror’s most favored customer for comparable quantities under similar terms and conditions.
