SOLE-SOURCE Special Notice Regarding a Project Entitled "Versar Security Systems (VSS) ESS Upgrade, Maintenance & Monitoring (IDS Upgrade & Annual PM/CM Support)"

This Sole Source Special Notice/Pre-Solicitation Notice announces the U.S. Department of Transportation’s (DOT) intent to award a non-competitive purchase order to Versar Security Systems (VSS). The contemplated contract covers upgrade, maintenance, and monitoring services for the Electronic Security System (ESS) and Intrusion Detection System (IDS) at the DOT’s Continuity of Operations (COOP) Center in Piney Point, Maryland. The estimated total value of the acquisition is $77,207.85. The DOT determined that Versar is the only source capable of performing the required work without incurring substantial duplication of costs, extended timelines, and critical operational risks. Having originally installed the system in 2015 and maintained it since, Versar possesses 11 years of unique institutional knowledge. Furthermore, Versar is immediately qualified to service the sensitive SCIF spaces due to its existing security clearances, proprietary Bosch and Lenel certifications, and established monitoring partnership with SETEC. Market research indicated that alternative vendors would face significant bottlenecks, such as obtaining necessary personnel clearances and re-terminating existing system infrastructure, which would disrupt vital continuity of services. Although this is a sole-source notice, interested parties who believe they possess the required capabilities and qualifications to perform the project at an equivalent level of quality, timeliness, and low risk may submit a Statement of Qualifications via email by 11:30 PM EDT on September 20, 2026.
