INTENT TO SOLE SOURCE ME

This presolicitation notice announces the Department of Veterans Affairs' intent to award a sole-source bridge contract to Corporate Waste Solutions LLC for waste management and recycling services at the VAMC Medical Center Connecticut in Augusta, Maine. The contract will cover an eight-month base period from October 1, 2026, through June 1, 2027. The current contract (36C24121D0010) expires on September 30, 2026, with no remaining extension options. Due to an active protest, the subsequent solicitation (RFQ 36C24126Q0581) could not be awarded in time, creating an imminent risk of service lapse and hazardous waste accumulation. To prevent this, the VA is utilizing the authority of FAR 6.302-2 (Unusual and Compelling Urgency) to issue this sole-source bridge contract while a new long-term solicitation (base plus four option years) is developed. Under the bridge contract, the contractor will provide comprehensive solid waste and recycling program management, including all necessary equipment, personnel, training, and regulatory compliance support. Because this is a sole-source action, no public solicitation will be posted. However, interested parties may contact Contracting Specialist James L. R.
