Intent to Sole Source - Single Mode Pluggable Optics Part Number FX-1GSM

This document is a Sole Source Justification from the 81st Contracting Squadron for the procurement of FX-1GSM Single Mode Pluggable Optics on behalf of the 81st Communications Squadron. These optics are required to connect to KG-175D encryption devices at the Naval Air Station in Pensacola, Florida. General Dynamics Mission Systems, Inc. (GDMS) is the Original Equipment Manufacturer (OEM) of this National Security Agency (NSA) certified Type 1 COMSEC equipment. Under NSA restrictions, GDMS is the sole manufacturer, seller, and distributor of these products, with no authorized commercial resellers. Market research, including a Sources Sought notice on SAM.gov, confirmed that no other vendors are capable of fulfilling this requirement. Consequently, the Contracting Officer has determined that GDMS is the only source reasonably available, and has approved this acquisition under Other Than Full and Open Competition pursuant to FAR 6.103-1. Future acquisitions for this equipment will remain sole source unless alternate encryption devices are adopted or the NSA authorizes third-party distributors.
