This document is a federal Non-Disclosure and Non-Use Agreement (NDA) for Solicitation No. W15QKN-26-X-1CJZ, issued by the Army Contracting Command – Rock Island at Picatinny (ACC-RI-PICA) on behalf of the Project Manager for Combat Ammunition Systems (PM-CAS). DD Form 2345, the Militarily Critical Technical Data Agreement, is a joint U.S. and Canadian Department of Defense form used by enterprises or individuals to obtain certification to access unclassified, militarily critical technical data. This certification is a critical prerequisite for contractors wishing to bid on or perform federal government contracts involving sensitive technologies. To secure certification, contractors must designate a qualified data custodian who is a citizen or lawful permanent resident of the United States or Canada. The applicant must provide detailed business descriptions verifying that the requested data directly relates to their legitimate business activities. Additionally, applicants must certify compliance with all applicable U.S. and Canadian export control laws, agreeing not to disseminate critical technical data to unauthorized entities. They must also confirm that neither the enterprise, the custodian, nor any employee is debarred, suspended, or otherwise ineligible to perform on government contracts. Administered by the U.S./Canada Joint Certification Office (JCO), an approved certification is valid for five years. To apply or renew, contractors must submit the completed form along with official business verification documents, such as an incorporation certificate or state business license, to the JCO.

This document is the Combat Capabilities Development Command (CCDC) Armaments Center Form 1350, a Technical Data Request Questionnaire. Its primary purpose is to collect detailed information from contractors requesting technical data packages, drawings, or specifications associated with Department of Defense solicitations. The questionnaire ensures compliance with DoD Directives 5230.24 and 5230.25 regarding the distribution of militarily critical technical data. It also certifies understanding that data governed by the Arms Export Control Act and International Traffic in Arms Regulations (ITAR) requires proper registration and export licensing with the Department of State before manufacturing or exporting defense articles.
