(1) The Firearms Trainers and Associated Support Equipment shall be ready for In-Plant Inspection, Inventory, and Government Acceptance Testing by the US. Government NLT ten (10) months after contract award.

(2) On-Site Inspection, Inventory, Installation, and Government OSAT and NET shall be completed NLT twenty-four (24) months after contract award.

(3) NET shall include Operator and Maintenance training to be delivered during a period of ten (10) working days.

(4) The Firearms Trainers and Associated Support Equipment must be FMS releasable, non-developmental items.

(5) The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units.

**ACQUISITION STRATEGY – PLANNING INFORMATION**:

1. Contract Vehicle: The determination of Contract Vehicle and Small Business Set Aside or Full and Open Competition will not be established until market research has been completed and the Acquisition Strategy has been approved.

2. North American Industry Classification (NAICS): The applicable NAICS code for this requirement is 333310 (Commercial and Service Industry Machinery Manufacturing), with a Size Standard of 1000 Employees. The applicable Product Service Code (PSC) is 6930 (Operation Training Devices).

**SPECIAL REQUIREMENTS**

The security classification level of this contract will not exceed Controlled Unclassified Information.

Written responses to this Sources Sought Notice should consist of the following:

     (a) Your firm's degree of familiarity and specific experience with implementation of training solutions to meet the training requirements.

     (b) Provide a tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability.

     (c) A statement indicating if your firm is a large or small business under NAICS code 333310; if small business, please indicate any applicable socio-economic status [i.e., 8a, Small Disadvantaged Business, HUBZone, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, or Women-Owned Small Business under NAICS 333310.

     (d) Identify if you are a manufacturer of these items or if a small business prime, how you will comply with FAR 52.219-33, Nonmanufacturer Rule.

      (e) If you plan on subcontracting to other companies to deliver technical capability, please provide details on exactly which tasks will be assigned to those subcontractors; in addition, provide the names of those anticipated subcontractors, and list the anticipated percentage of small business subcontracting.

*If you are a small business interested in being the prime contractor for this effort, please be advised that FAR clause 52.219-14 (Limitations on Subcontracting) was updated in October 2022. The current clause adds the definition of “Similarly Situated Entity” and the 50% calculation for compliance with the clause. Small business prime contractors may now count “first tier subcontractor” work performed by a “Similarly Situated Entity” as if it were performed by the prime contractor itself.*

**Notice of Intent to Award a Sole Source Procurement**

The Army Contracting Command-Orlando (ACC-ORL) intends to solicit and award a Firm Fixed-Price contract on an Other Than Full and Open Competition basis to VirTra Incorporated, CAGE 3FRM1, 295 E. Corporate Place, Chandler, AZ 85225 for a V-300 Firearms Trainers, Associated Support Equipment, and New Equipment Training (NET) for the country of Tajikistan.

The Period of Performance for this effort is 24 months after contract award. The effort utilizes 10 United States Code (U.S.C.) Section 333 Funds due to expire 30 Sep 2026. The total contract value is estimated at $1,521,000.

The proposed contract action is for the supplies/services for which the Government intends to solicit and negotiate with one source, VirTra, under the authority of FAR 6.302-1 (Only on responsible source and no other supplies or services will satisfy agency requirements) as this equipment is proprietary to VirTra, the Original Equipment Manufacturer (OEM). VirTra possesses unique qualifications that include proprietary hardware and software as well as knowledge of the equipment’s design, access to specialized tools and components, and the ability to perform warranty services.

The requirement is being solicited on a sole source basis. The Government conducted market research in accordance with FAR 10.  A Sources Sought Notice, PANORL-26-P-0000-026421, was posted to SAM.gov posted on 17 Mar 2026 and amended on 18 Mar 2026. VirTra is the only source that possesses the intellectual property rights and engineering capabilities to independently manufacture and meet technical specifications to supply the V-300 Firearms Trainers, Associated Support Equipment, and NET.  A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government.

THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL, OR A REQUEST FOR QUOTATION. A solicitation package will not be issued, and requests for copies of a solicitation will not be honored or acknowledged.

However, the Government will consider all responses received within 5 days of the publication of this notice. Firms who want to challenge the sole-source determination must submit an interest letter that clearly demonstrates their firm's ability to meet all original OEM specifications without requiring reverse-engineering or causing unacceptable mission delays.

Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government. All information submitted should support the offeror's capability to provide the supplies required and shall be furnished at no cost or obligation to the Government. The Army Contracting Command-Orlando will not reimburse any costs connected with providing capability information. A determination by the Government to not compete this proposed contract action, based upon responses to this notice, is solely within the discretion of the Government.
