INL Haiti: Tactical Operations in Urban Terrain Training

The Department of State’s Bureau of International Narcotics and Law Enforcement Affairs is seeking a small business contractor to deliver Tactical Operations in Urban Terrain training for the Haitian National Police under the P4000 program. The work covers a six-week training program integrated into weeks 9-14 of the HNP basic recruit curriculum for three consecutive recruit courses, with instruction on weapons handling, squad movement, urban patrolling, room clearance, vehicle checkpoints, and pistol and rifle qualification. The contractor must provide project oversight and international instructors supported by HNP instructors and language assistants, conduct pre- and post-training assessments and weekly evaluations, maintain safety protocols, and incorporate human rights, Rules of Engagement, International Humanitarian Law, and safeguarding requirements; performance is planned for one year at the Recruit Training Centre in Port-au-Prince. The solicitation is a single-award firm-fixed-price requirement, proposals are due June 10, 2026 at 10:00 A.M. D.C. time, and evaluation will consider compliance with the requirements, in-country presence, deployment timeline, training approach, staffing, past performance, and cost or price.
