Sources Sought for Mainframe and Legacy System Modernization

The Defense Information Systems Agency (DISA) has issued a Sources Sought Notice to identify certified 8(a) small businesses capable of providing mainframe and legacy system modernization services. DISA seeks to transform its critical IT systems, currently supporting Department of Defense (DoD) logistics, finances, personnel, and command and control, due to escalating maintenance costs, a shortage of skilled personnel, and limitations in integrating modern technologies like cloud computing and AI. The anticipated period of performance is from December 1, 2026, to November 30, 2031, with work locations to be agreed upon and potentially requiring Secret or Top Secret/SCI clearances. The notice outlines seven key capabilities required: code modernization (e.g., COBOL to Java/Python), mainframe data ecosystem transformation, mainframe to hybrid cloud transformation, DoD security accreditation and Authority to Operate (ATO) compliance, legacy system API enablement, mainframe AI/ML implementation, and rigorous testing and transition management. This is an informational notice, not a request for proposal, and aims to determine market availability and capabilities. Responses, due by March 13, 2026, at 4:00 PM CDT, should include business details, socio-economic status, CAGE Code, GSA schedules, and a capability statement addressing the required services, as well as a commercial price list and information on joint ventures or partnering plans.

The Statement of Objectives (SOO) outlines the modernization of DISA's mainframe and legacy systems to enhance efficiency, security, and compliance. This initiative addresses challenges such as rising maintenance costs, a dwindling skilled workforce, and limitations with modern technologies. The contract focuses on six key objectives: enhancing operational efficiency, ensuring security, leveraging advanced technologies like AI, modernizing data architecture, addressing workforce challenges, and achieving cost-effective modernization. The scope of work includes Program Management Office (PMO) support, comprehensive assessments of existing systems, and the implementation of modernization strategies. Key tasks involve code modernization and optimization, data and database upgrades, API enablement, infrastructure and performance optimization, hybrid cloud integration, and robust testing and security measures. Additionally, the contract emphasizes training, documentation, cutover planning, data and solution architecture, governance, vendor support, AI integration, sustainability, and workforce development. The contract has a five-year ordering period, with performance locations agreed upon by all parties and approved by the COR.
