Intent to Sole Source Seawolf HPAC

This Statement of Work (SOW) outlines the requirements for an Original Equipment Manufacturer (OEM) to perform an Air End Overhaul of the No. 2 High Pressure Air Compressor (HPAC) and conduct shipboard testing on a Seawolf class submarine for the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF). The contractor will be responsible for providing all necessary materials, travel, and technical representatives to perform the overhaul in the engine room, adhering to OEM specifications. Key requirements include strict work controls, adherence to nuclear work prohibitions, and mandatory security clearances (minimum Confidential) for access to Restricted Data, including Naval Nuclear Propulsion Information (NNPI and U-NNPI). The contractor must also comply with safety regulations, participate in arrival and safety briefs, and coordinate all activities with the Contracting Officer’s Representative (COR) and Ship’s Force. Deliverables include various reports, such as a preliminary overhaul inspection, an Acceptance Test Report, and a Completion Report. The government will supply services such as oil and coolant replenishment, laydown areas, and equipment transportation.
