Sources Sought for Insensitive Munition Explosive - 104 (IMX-104) Production Capability

The Department of Defense, through the Army Contracting Command-Rock Island (ACC-RI), is seeking information from both domestic and foreign sources for the design, construction, and commissioning of a Government Owned, Contractor Operated (GOCO) facility capable of producing 6-8 million pounds of Insensitive Munition Explosive - 104 (IMX-104) annually. This facility is intended to be located at the Holston Army Ammunition Plant in Kingsport, TN, or another site within the Continental United States (CONUS), with a completion timeline of 36-48 months post-contract award. The production of IMX-104 is critical for military applications, particularly in response to urgent needs related to international conflicts.
