Contract Opportunity Analysis

The U.S. Department of Agriculture Animal and Plant Health Inspection Service is seeking a contractor to replace greenhouse lighting at the Forest Pest Methods Laboratory in Buzzards Bay, Massachusetts. The selected contractor must replace existing halogen lamps with full-coverage, dimmable LED lighting, install a frame and rail system, and hang the lights using a manual, non-motorized pulley system within a 15-foot by 26-foot air-conditioned greenhouse. This firm-fixed-price project has an estimated magnitude under $25,000, requires compliance with Federal Construction Wage Rates for Barnstable County, and must be completed within 60 days of award. Evaluation will be based on the lowest price, technically acceptable proposal. Quotes must be emailed to James G. Roloff at james.g.roloff@usda.gov no later than August 11, 2026, at 1:00 p.m. ET, following a site visit on July 28, 2026.
