The United States Secret Service (USSS) is soliciting proposals for a single firm fixed-price IDIQ contract for 5.56 Rifles and Accessories, with a five-year ordering period. Award will be based on a best value tradeoff, considering technical factors (Factor 1), past performance (Factor 2), and price (Factor 3). Non-price factors combined are significantly more important than price. Technical proposals will be evaluated first, and only those receiving a "pass" will proceed to past performance and price evaluation. Proposals must include the solicitation number, offeror information, UEI, evaluation information, representations, certifications, and agreement with terms. Offers are firm for 90 days. Late submissions are generally not considered. The USSS intends to award without discussions but reserves the right to conduct them. Post-award debriefings will disclose evaluation details. Questions are due by May 29, 2026, and proposals by June 29, 2026, both by 4:00 PM EST. Test samples (five firearms, seven magazines per firearm, chambered in 5.56 x 45mm) must be delivered to the James J. Rowley Training Center by June 29, 2026, adhering to ATF and National Firearms Act regulations. Proposal format requires a cover page and three factors: Technical (PDF, max 10 pages for 1a), Past Performance (PDF, max 3 pages per profile), and Price (Excel using Attachment 4, max 3 pages). All narrative text must be 12-point Times New Roman, single-spaced, with 1-inch margins. Technical evaluation includes comprehensive testing and reviews (trigger, velocity, accuracy, drop, safety, armorer, end-user, 10,000-round barrel life reliability/endurance). Past performance is rated low, moderate, high, or unknown based on recency and relevancy. Price will be evaluated for reasonableness, realism, and completeness using a Total Evaluated Price (TEP) calculation. The Government may reject unbalanced offers. The evaluation will use a PASS/FAIL rating for technical factors and a risk rating for past performance.
