COAST GUARD YARD WASTEWATER ENVIRONMENTAL SAMPLING AND ANALYSIS

This Statement of Work (SOW) outlines the requirements for a contractor to provide professional environmental and engineering services for wastewater sampling, analysis, and reporting at the U.S. Coast Guard Yard in Baltimore, Maryland. To comply with Anne Arundel County Wastewater Discharge Permit No. 120052, the contractor must perform quarterly sampling at the Building 18 sewage pump station. Sampling must be conducted for three consecutive days each quarter, utilizing 24-hour composite and grab sampling methods in accordance with 40 CFR 136 and EPA guidelines. The contractor is responsible for analyzing specific pollutants, conducting on-site pH and Lower Explosive Limit (LEL) testing, maintaining a strict chain-of-custody, and utilizing a Maryland-certified laboratory. Summarized sampling results must be delivered to the Yard in a tabular format 14 days before the end of each sampling period, with final reports due on a recurring quarterly schedule. Contractor personnel must be qualified for confined space entry, obtain signed OSHA permits daily, and meet federal security requirements, including presenting REAL IDs and submitting background information. The contract features a one-year base period beginning January 1, 2027, with two subsequent one-year option periods. Additionally, a post-award conference must be held within five business days of contract award.
