PTAG RFI: USPTO seeks Contractor to Review and Revise the Patent Examiner Training program.

The United States Patent and Trademark Office (USPTO) has issued a Sources Sought Request for Information (RFI), Number ACQ-26-9999, to identify qualified small businesses capable of modernizing and delivering its Patent Examiner Training program. Under the Alternative Competition Method of the Patent and Trademark Office Acquisition Guidelines (PTAG), the USPTO intends to award a firm-fixed-price contract to one or more firms. The scope of work is divided into three primary elements to transform the existing 10-week, 125-course curriculum: 1. **Training Consultation for Program Revision:** Modernizing course pedagogy, incorporating adult learning theories, and restructuring complex legal and technical training content. 2. **Development of eLearning Content:** Converting a minimum of 25 in-person courses into accessible, 508-compliant eLearning modules within three months, utilizing gamification, microlearning, and AI-enabled tools. 3. **Training Delivery Support Services:** Delivering highly technical patent examination and intellectual property training both in-person (at headquarters in Virginia and regional offices in California, Texas, and Michigan) and online. Eligible small businesses under NAICS code 611430 (Professional and Management Development Training) are invited to submit capability statements addressing specific technical questions regarding their experience with complex curricula, legal/technical training, and rapid eLearning development. Questions regarding the RFI are due by September 21, 2026, and final responses must be submitted via email to Roy.Pitman@uspto.gov and Christopher.Ward@uspto.gov by September 28, 2026, at 1:00 PM ET. Consultation services are expected to begin in October 2026, with implementation starting in January 2027.
