Test, Measurement, and Diagnostic Equipment (TMDE) of Precision Pressure Standard, Model 3689A Services

This Statement of Work outlines the requirements for calibration and repair services for seven King Nutronics Corporation, Precision Pressure Standard, Model 3689A Test, Measurement, and Diagnostic Equipment (TMDE) at a contractor's facility. The contractor must be a certified/accredited Commercial Calibration Activity (CCA) or Original Equipment Manufacturer (OEM) meeting NAVSEA standards, holding current certification to ANSI/NCSL Z540.1, ANSI/NCSL Z540.3, ISO 17025, or NAVSEA 04-4734B by approved accrediting bodies. Calibration procedures must achieve a minimum Test Accuracy Ratio (TAR) of 4:1, a Test Uncertainty Ratio (TUR) of 4:1 or greater, or a Probability of False Accept (PFA) not exceeding 2%, with traceability to national standards. The contractor is responsible for returning the equipment to Portsmouth Naval Shipyard, which will review documentation and perform re-calibration/inspection to ensure OEM specifications are met. Unscheduled repairs require a detailed work request and government approval, with verbal authorization for minor repairs up to $500 and parts approval for costs exceeding $2,500. Pricing will be fixed annually for labor (including normal, emergent, and travel), parts (pass-through with industry-standard markups/discounts), and other routine fees. Cost tracking and periodic reviews are mandatory to ensure compliance and prevent overruns.
