Amendment #2: Common Very Low Frequency Receiver (VLF) Increment 2 (CVRi2) Modernization
Contract Opportunity Analysis
The Department of the Air Force’s AFNWC/NC3 VLF Enterprise Program Office is seeking proposals for the Common Very Low Frequency Receiver Increment 2 modernization effort, a fair opportunity solicitation to develop a common advanced VLF receiver capability. The work calls for design and rapid development of a production-ready, fully functional very low frequency receiver and required ancillary support equipment to modernize legacy airborne and ground-based VLF NC3 systems and support future NC3 platforms. The effort emphasizes a CM2-compliant, new-waveform-capable, NSA-certified, and Open Mission Systems-capable receiver, and it will be awarded as one or two delivery orders on a best-value basis under AFLCMC/XA IDIQ ordering procedures, with competition limited to Category 2 IDIQ awardees. The proposal deadline has been extended to 8 July at noon Eastern Time, and offerors must provide their CAGE code and identify all locations where classified information will be accessed, handled, or processed no later than 20 April 2026 at 4:00 PM Eastern Time.
