U.S. Immigration and Customs Enforcement (ICE) Investigative Case Management (ICM) and Investigative Analytics (IA) System Modernization

The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), proposes a sole-source acquisition for Investigative Case Management (ICM) System Support Services from Palantir Technologies, Inc. This Firm-Fixed-Price (FFP) award is justified under FAR 8.405-6(a) due to the unique and highly specialized nature of the required services. The acquisition aims to provide an advanced ICM system, including delivery, deployment, licensing, operations and maintenance, and custom enhancements. Key requirements include FedRAMP High certification, a unified investigative case management and analytics platform, full data migration responsibility by the vendor, a Commercial Off-the-Shelf (COTS) or modified COTS solution, ICE's sole ownership of transactional and analytical data, and interoperability with internal and external partners. Palantir is deemed the only source capable of meeting these minimum requirements, particularly the FedRAMP High certification, which is critical for national security and operational continuity. Market research conducted from July 2024 through September 2025 identified no other vendors that could meet all requirements without unacceptable risks and delays. The estimated Period of Performance is a 12-month base period with four 12-month option periods. The Contracting Officer determined this sole-source procurement represents the best value for the government.
