Contract Opportunity Analysis
The Department of Health and Human Services, Portland Area Indian Health Service is seeking information to identify qualified sources capable of operating a youth residential treatment facility for eligible American Indian and Alaska Native youth. The contractor will be required to manage a 24-bed unlocked facility providing 24/7 care, clinical assessments, evidence-based substance abuse counseling, educational programming, and traditional Native American healing approaches. The work must comply with Oregon State licensing, Commission on Accreditation of Rehabilitation Facilities standards, and Indian Health Service guidelines over an anticipated five-year performance period, consisting of a 12-month base period starting September 28, 2026, and four 12-month option periods.
