Sources Sought DEPT OF DEFENSE DEPT OF THE NAVY is seeking information on technologies for use in the Distributed Common Ground/Surface System-Marine Corps (DCGS-MC) Geospatial Intelligence (GEOINT) Program. They are looking for an artificial intelligence chatbot program that can receive requests, parse requests, and output textual responses. This program will be used within the DCGS-MC GEOINT systems. Sources Sought DEPT OF DEFENSE is seeking information for the Government Enterprise Collaboration and Knowledge Objective-NET (GECKO-NET) acquisition approach. The purpose is to minimize risks and challenges associated with integrating hardware/infrastructure, platform, and application capabilities from different contracts and organizations. The Government is also interested in lessons learned and successful integration approaches for ground system software. Additionally, the Government is considering providing existing communication network and software tools as Government Furnished Equipment (GFE) and is exploring various Government-furnished infrastructure options. The solution must be extensible to multiple assets and ops floors, support Secret and TS missions, and meet cyber compliances. The Government is interested in recommended approaches for prototyping and incremental development, owning the technical baseline, and achieving common messaging and user interface standards. The use of common services/applications and the possibility of a Firm Fixed Price (FFP) contract are also being considered. Protection of proprietary and sensitive material, as well as the role of satellite/payload providers, is important. The Government is open to suggestions for reducing cost risk and seeks input on interface definitions and other considerations for a modernized collaboration architectural solution.

This software is a commercial off-the-shelf (COTS) content management system designed for real-time artificial intelligence (AI) event and risk detection. It monitors over 200,000 public information sources and provides customizable content and various delivery options. The government intends to procure 20 additional brand-name, COTS licenses for this software. The software features audience segmentation, incident & reputation management, configurable alerts, and analytics. It will be utilized as an incident detection solution to analyze and mitigate high impact global events and risks. The software tracks more than 200,000 public information sources, including social media platforms, IoT sensor data, audio transmissions, and the dark web. The government requires the unique capability to tailor alerts by priority level, topic, and national security concerns. Dataminr, Inc. is the only source capable of providing all necessary services, as existing OEM products are proprietary. Interested companies must indicate their interest in writing within 15 days of this notification.
