The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Code 515 requires a contractor to provide hardware for the LHD/A Machinery Control Systems (MCS) Land Based Test Environment (LBTE). This initiative addresses obsolescence issues in the current MCS, specifically replacing end-of-life network equipment with modernized Hirschmann network equipment to maintain and improve system performance. The Request for Proposal (RFP) is expected in Q4 2026. Interested businesses, including HUBZone, 8(a) SDB, and SDVOSB concerns, must submit a maximum 10-page Capability Statement by June 3, 2026. The statement should address the contractor's ability to manage as a prime, perform at least 50% of the task order's personnel costs with their own employees, and demonstrate capacity for the SOW's requirements.
