Synthetic Training Environment (STE) Virtual Collective Training Software (VCTS) Solution

The U.S. Army seeks information for a Synthetic Training Environment (STE) Virtual Collective Training Software (VCTS) Solution to unify battalion-and-below training. This Request for Information (RFI), previously known as the Training Simulation Software & Training Management Tool (TSS/TMT) effort, aims to identify existing Commercial-Off-The-Shelf (COTS), Government-Off-The-Shelf (GOTS), or hybrid software capabilities that can integrate with or drive the Reconfigurable Virtual Collective Trainer (RVCT) hardware. The Army is interested in solutions with high technical maturity (TRL 8 or near-TRL 8), strong integration feasibility, scalability, and robust production/procurement capabilities. Key areas of interest include current capabilities, architectural design, scalability, terrain tools, data interoperability, cybersecurity, intellectual property, and future growth. The RFI also seeks industry feedback on existing assumptions and potential requirement streamlining for future acquisition. Responses are due by June 25, 2026, and will inform a future Request for Solution (RFS).
