USS CAFFERATA (ESB-8) Valves and Piping

This document is a Government Use and Non-Disclosure Agreement (NDA) required for offerors seeking access to controlled technical data and computer software related to the USS CAFFERATA (ESB-8). The data is subject to DoD distribution and controlled unclassified information (CUI) regulations. The Military Sealift Command (MSC) has issued a Sources Sought Notice to conduct market research and identify eligible small businesses capable of providing specific valves and piping for the USS CAFFERATA (ESB-8). This is not a solicitation or request for quotes, but a tool to determine if a small business set-aside is appropriate under NAICS Code 332911 (Industrial Valve Manufacturing). The required materials include 1,650 linear feet of 3-inch copper-nickel piping, alongside various quantities of bronze gate valves, 3-way ball valves, standard ball valves, and rubber dog-leg hose assemblies. All materials must be delivered to the MSC W143 Warehouse in Norfolk, Virginia, by a firm deadline of January 30, 2027, to ensure mission readiness. Interested small businesses—including Service-Disabled Veteran-Owned, HUBZone, and 8(a) firms—must submit a brief capabilities package. Submissions must detail the company profile (including UEI and CAGE code), performance facility location, and any large business partnerships. The anticipated solicitation issue date is on or about August 28, 2026, with an expected contract award date around September 3, 2026.
