DMDC USHRIS

The Defense Manpower Data Center (DMDC) requires a Limited Source Justification to modify an existing contract with Peraton for the Uniformed Services Human Resources Information System (USHRIS). This modification is crucial to complete the implementation of Department of Defense (DoD) Enterprise Identity, Credentialing and Access Management (ICAM) requirements for the Trusted Associate Sponsorship System (TASS) application by September 30, 2023. The urgency stems from a DoD CIO directive to decommission outdated, vulnerable data centers. Unforeseen issues, including undocumented TASS functionality, new data value implementations, IT operational changes, and a shift to Agile development, exhausted initial funding for the TASS migration. Peraton is the sole contractor with the necessary expertise and security clearances, making competition impractical due to potential delays, security risks, and significant financial implications. Failure to complete this migration would compromise DMDC's network security, disrupt critical services for service members and their families, and incur substantial costs to maintain the vulnerable legacy data center.
