Intent to Sole Source - Subscription Service for Kpler, INC.

The U.S. Department of the Treasury Departmental Offices and Enterprise Procurement Branch intends to award a sole source contract to Kpler, Inc. to provide a subscription service for its proprietary commercial-off-the-shelf research database. The required subscription must grant the Office of Terrorism and Financial Intelligence access to Marine Traffic tracking, the Kpler Terminal commodity and risk monitoring platform, and specialized crude oil and refinery add-on modules. The Department of the Treasury expects to structure the contract with a 12-month base period and four option years, running from September 1, 2026, through August 31, 2031.
