Library of Congress - Researcher Consulting Services

The Library of Congress is seeking a single-award Indefinite Delivery/Indefinite Quantity contract to secure researcher consulting services in support of the Library Collections and Services Group's Strategic Plan. The selected contractor will perform researcher assessment, engagement, and analysis, which includes researching onsite and online users, reviewing Library programs and initiatives, and executing other consulting activities related to the researcher experience. This work will take place in Washington, D.C., with performance parameters governed by Federal Acquisition Regulation Parts 12 and 13.5. Proposals must be submitted electronically by September 28, 2026, at 12:00 PM EST, and questions should be directed to James Robinson at jarobinson@loc.gov by September 9, 2026.
