School of Infantry-East Waste Management Services

This Performance Work Statement (PWS) outlines requirements for the rental, delivery, and servicing of 173 portable toilets and 8 hand washing stations to support Marines training at the School of Infantry (SOI), Marine Corps Base (MCB) Camp Lejeune, North Carolina. The contract features a one-year period of performance. The contractor is responsible for providing all personnel, equipment, and transportation to execute these services. Deliveries must occur between 7:30 AM and 3:30 PM, Monday through Friday, utilizing vehicles no larger than a 24-foot stake bed truck due to restrictive dirt road conditions. All units require a minimum of bi-weekly servicing on Tuesdays and Fridays, which includes complete waste removal, thorough sanitization, and replenishing toilet paper, hand sanitizer, and paper towels. All treated waste must be disposed of off-base in compliance with federal, state, and local environmental regulations. Any accidental contamination or spillage must be cleaned immediately at the contractor's expense. Furthermore, the contractor must maintain service logs inside each portable toilet. Contractor personnel must obtain base access by registering in the Defense Biometrics Identification System (DBIDS) and coordinating with the Contractor Vetting Office. Performance will be monitored and evaluated by the government in accordance with a Quality Assurance Surveillance Plan (QASP).
