The Department of the Navy, through NAVSUP Fleet Logistics Center Norfolk, is seeking a contractor to provide marketing and advertising services for the Commander, Navy Recruiting Command. The work supports nationwide Navy and Navy Reserve recruiting by developing annual marketing and advertising plans, creating and executing campaigns, producing content, managing lead generation and nurturing, maintaining Navy.com and the Navy Advertising Leads Tracking System, and providing public relations, social media, and related support. The program emphasizes targeted outreach to students, professionals, veterans, and influencers, with a strong focus on digital marketing, STEM-oriented messaging, event marketing, cybersecurity compliance, and reporting, and it will be evaluated on a best-value trade-off basis where non-price factors are significantly more important than price. The acquisition is for a single firm-fixed-price IDIQ contract with a base ordering period expected to start around 20 January 2027, place of performance in Millington, Tennessee, and four 12-month options plus a possible six-month extension, with the solicitation expected to be posted electronically on or about 30 April 2026 and the closing date to be stated in the RFP.
