Notice of Intent to Sole Source - Horizontal CNC Lathe

The Department of the Air Force, Headquarters Air Force Test Center (AFTC), issued a Notice of Intent to Restrict Competition for the procurement of a HAAS horizontal CNC lathe. The Arnold Engineering Development Complex (AEDC) at Arnold AFB, TN, intends to award a purchase order to Phillips Corporation (CAGE Code 3MPQ0) for this brand-name-only HAAS lathe. The restriction of competition is due to the necessity of ensuring compatibility with existing AEDC infrastructure, including operator knowledge, programming software, and tooling. Market research confirmed that Phillips Corporation is the sole authorized HAAS reseller for the Federal Government. The procurement will utilize simplified procedures in accordance with FAR RFO 12.102(a) and 12.201-1, as only one source is available. This notice is not a request for competitive quotes, but the Government will consider responses received electronically by 10:00 AM CDT on Thursday, May 21, 2026. If no favorable responses are received, a contract will be negotiated directly with Phillips Corporation.

The specification details comprehensive requirements for the machine, including its construction with Meehanite Cast Iron base, bed, and headstock, a slant bed style, and internal chip conveyor. Key specifications include a 20 Hp main spindle with a 4000 RPM range, 3.5” spindle capacity, 10” chuck, and A2-6 spindle nose mount. The lathe must have a 12-station turret and a control system with a 10” color LCD, 1GB program memory, DNC capability, FANUC protocol compatibility, and Renishaw-style probe tooling. Travels require an X-axis of at least 8” and a Z-axis of 22”, with high repeatability and positioning accuracy.
