The Mission and Installation Contracting Command – Fort Bliss is conducting market research through a Sources Sought notice for non-personal Recycling Services at Fort Bliss, Texas. This is not a Request for Proposal, but an informational request to identify interested and capable parties. The contract will involve the collection and processing of recyclable materials, with the contractor providing all necessary personnel, equipment, and resources. The place of performance is 100% on-site at Fort Bliss. The applicable NAICS code is 562111 (Solid Waste Collection) with a $47M small business size standard. Responses are due by 3 pm MST on February 11, 2026, and should include organizational details, tailored capability statements, and business size status. The estimated period of performance is from February 22, 2026, to July 3, 2026, under a Firm-Fixed Price contract. The government will evaluate responses to determine if the requirement will be set-aside for small businesses or procured through full and open competition.
