Contract Opportunity Analysis

The Department of the Army, U.S. Army Corps of Engineers Wilmington District is conducting market research to identify sources for enterprise-wide emergency management professional services. The selected contractor must provide advisory, technical, and administrative support for both steady-state Blue Sky preparedness and rapid-surge Gray Sky incident response and recovery operations across five geographic regions. This requires the capability to mobilize and deploy qualified personnel, such as quality assurance inspectors, technical engineers, and FAA-certified drone pilots, to disaster zones nationwide within 24 hours of task order activation. Interested firms must submit a capability statement of no more than 10 pages to Contract Specialist Joshua Craven at Joshua.S.Craven@usace.army.mil by 2:00 P.M. Eastern on August 13, 2026.
