7G--Intend to Award Notice - Telonics, Inc

The U.S. Geological Survey (USGS) has issued an Intent to Award Notice (140G0126Q0304) for a sole-source, non-competitive procurement to Telonics, Inc. The contract is for 90 RECON-4560-5 satellite-linked GPS tracking collars to support a study of big game movement and wildlife crossing structures along Interstate 80 in southern Wyoming. The order includes 45 collars configured for mule deer and 45 for pronghorn, with an anticipated performance period from September 24, 2026, through November 23, 2027. Pursuant to FAR 13.1, the justification for restricting competition to Telonics, Inc. is based on the critical need for data continuity. Telonics RECON collars were utilized in previous and ongoing phases of the study. Using a different manufacturer's equipment would disrupt the laboratory's established data-management and analytical systems, potentially compromising the comparability of location accuracy and movement metrics across datasets. Additionally, the Telonics collars feature required Globalstar satellite communications, integrated VHF mortality beacons, and compatible programmable timed-release mechanisms essential for recovering the collars without recapturing the animals. Alternative vendors who believe they can provide an equivalent product that meets all technical and data continuity requirements must contact the USGS Contract Specialist, Patrick Anderson, by 9:00 AM Eastern on September 22, 2026.
