Defensive Driving Course

This Performance Work Statement (PWS) outlines requirements for a commercially procured Defensive Drivers Course for 12 Soldiers from the 202d Military Intelligence Battalion. The training prepares personnel for erratic driving environments and high-threat scenarios encountered during deployments in the CENTCOM Area of Responsibility (AOR). The contractor must provide a Firm-Fixed-Price (FFP) non-personal service, delivering all necessary personnel, vehicles, safety equipment, and training facilities. The specialized training facility must be located on the U.S. East Coast within 600 miles of Fort Gordon, Georgia. Scheduled for August 24–28, 2026, the course spans three to five days with daily instruction from 0900 to 1700. The curriculum must blend classroom theory and hands-on practical driving exercises across four main modules: accident avoidance (hazard anticipation, emergency braking, and skid management), surveillance detection, evasive driving (high-threat maneuvers and barricade breaching), and off-road driving (unimproved surface navigation and vehicle recovery). Contractor performance will be evaluated under a Quality Assurance Surveillance Plan (QASP) utilizing customer surveys, requiring zero deviation from the established standards. Evaluation criteria include multiple-choice classroom tests requiring a minimum score of 70% and "go/no-go" practical driving evaluations. The contractor is responsible for providing remedial training to ensure all 12 Soldiers successfully pass the course. The sole deliverable is a Quality Control Plan due to the Contracting Officer and Representative within 30 days of contract award.
