The Department of the Navy, through NAVSUP Fleet Logistics Center Norfolk for the Naval Oceanographic Office, is seeking a firm-fixed-price, multiple-award IDIQ contract for high-resolution ocean floor mapping using long-endurance unmanned surface vehicles. The work calls for a contractor-owned, contractor-operated, government-augmented service that provides IHO Order 1a-compliant survey data and associated project and task order management support. Performance is planned as a 24-month base period with remote service delivery focused on the Indian and Pacific Oceans, and it includes requirements for end-to-end encrypted data, real-time monitoring via NIPRNET, 24/7 customer support, and personnel who are U.S. citizens with National Trust credentials. This is a presolicitation notice, the RFP is expected on or about 28 May 2026, and award and start of performance are anticipated on or about 1 August 2026; solicitation documents will be available only through SAM.gov and offerors must be registered in SAM prior to award.
