OCEAN FLOOR MAPPING WITH LONG-ENDURANCE UNMANNED SYSTEMS

The Naval Oceanographic Office (NAVOCEANO) seeks contractor support for ocean floor mapping using long-endurance Unmanned Surface Vehicles (USVs) to enhance operational efficiency and personnel safety. The contractor must provide a comprehensive, contractor-owned, contractor-operated, government-augmented (COCOGA) service, collecting a minimum of 2000 linear nautical miles of International Hydrographic Organization (IHO) Order 1a compliant survey data monthly. Data must be end-to-end encrypted, with real-time monitoring via NIPRNET. The 24-month contract focuses on the Indian and Pacific Oceans, with remote service delivery. Key requirements include data quality, timeliness, 24/7 customer support, and robust project and task order management. Personnel must be US citizens with National Trust credentials. All data collected and generated will have unlimited rights for the U.S. Government and strict prohibition on third-party release. The contract is unclassified but requires stringent data security and cyber incident reporting. The contractor is responsible for all equipment, maintenance, logistics, and compliance with maritime laws.
