The Department of Homeland Security, Federal Emergency Management Agency Region IX is issuing this Request for Information to identify qualified sources capable of providing emergency medical member access, medical evacuation, and related transportation services. The required scope of work encompasses 24/7 clinical intake, case coordination, and timely medical transportation services utilizing fixed-wing aircraft, rotary-wing aircraft, ground ambulances, and commercial medical escorts. These services will support deployed FEMA personnel and authorized affiliates within the isolated Pacific Basin territories of Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. FEMA is currently contemplating a commercial Indefinite-Delivery Indefinite-Quantity contract structure utilizing a mix of firm-fixed-price membership fees and fixed-unit-price mission services.
