Component Repair and Calibration

This Statement of Work outlines a federal contract requirement for the repair and calibration of three Aerodynamic Particle Sizers (serial numbers 1169, 1203, and 72321006) manufactured by TSI Inc. The instruments are utilized by the National Institute for Occupational Safety and Health (NIOSH) in aerosol chamber studies to measure respirable crystalline silica and dust particles ranging from 0.5 to 20 micrometers. The contractor, TSI Inc., is required to perform two primary tasks entirely off-site at their Shoreview, Minnesota facility. First, they must repair the instruments to establish and maintain a volumetric calibration flow rate of 5 liters per minute (1 lpm sample flow and 4 lpm sheath flow), even under an inlet pressure drop of up to 50 inH20. Second, they must calibrate the devices using a time-of-flight technique and a patented double-crest optical system to accurately detect particle coincidence and weak signals across a 0.37 to 20 micrometer aerodynamic diameter range. The period of performance is scheduled from September 30, 2026, through November 30, 2026, with an expected turnaround time of 21 days upon receipt of the instruments. Minimum vendor qualifications require the capability to calibrate these specific sizers using proprietary manufacturer information. Quality assurance will be maintained through 100% inspection, ensuring a maximum 2% deviation from the standard flow rate and that 95% of calibration samples remain within a 25% deviation threshold.

The Centers for Disease Control and Prevention (CDC) has issued a Notice of Intent to award a sole-source, firm-fixed-price purchase order to TSI Incorporated for the repair and calibration of three government-owned Aerodynamic Particle Sizers (Serial Numbers 1169, 1203, and 72321006). TSI Incorporated is the sole capable provider due to the proprietary nature of the equipment's operating models, internal flow regulators, and embedded electronics. Under the contract, the vendor must restore and calibrate the instruments to a precise flow rate of 5 liters per minute under varying pressure conditions. Additionally, they will calibrate the devices to ensure accurate size distribution measurements ranging from 0.37 to 20 micrometers using specialized time-of-flight and optical systems, with an expected turnaround time of 21 days. While this notice is not a competitive solicitation, the government will consider proposals from other responsible sources to determine if a competitive procurement is warranted.
