Contract Opportunity Analysis

Space Launch Delta 30 at Vandenberg Space Force Base, through the 30th Contracting Squadron, is seeking industry input for a potential requirement for specialized, transportable payload processing facilities to support space vehicle integration with launch vehicle hardware. The work centers on the design and manufacture of a portable facility that can be stored, rapidly transported and erected, and then repacked for future use, with clean processing, receiving, gowning, and integration spaces and connections to SLD 30 utility infrastructure. The concept must support ISO 14644-1 Class 7 or better controlled environments, large payload envelopes, and SSCMAN 91-710v3-compliant handling systems, while the facility is expected to withstand 60 mph winds and may involve hazardous operations such as solid fuel and hypergolic fueling. This is an RFI only, and responses must be submitted by email as a white paper of no more than 25 pages and 5 MB no later than 1:00 PM PDT on 15 May 2026 to William.Bumpass.1@spaceforce.mil and Andrew.Gabel@spaceforce.mil.

AI Summary
This RFI addresses questions regarding a Specialized Payload Processing Facility at Vandenberg Space Force Base, specifically concerning a portable system. The transportation of this system will be restricted to within SLD 30. While potential operational locations exist, they are not yet solidified. The RFI assumes that location and utility support will be handled separately, focusing on the facility's utility plumbing and wiring to connect with SLD 30’s infrastructure. There are currently no requirements for classified operations, but information regarding such support is welcome. Similarly, security features like fencing are not required for this RFI. Hazardous operations, including solid fuel and hypergol fueling, are anticipated, and SLD 30 will address the necessary explosive sitings for operational locations.

AI Summary
The Space Systems Command Manual 91-710, Volume 3, dated December 27, 2022, outlines mandatory range safety requirements for launch vehicles, payloads, and ground support systems operating on Space Systems Command (SSC) ranges, including the Eastern Range (ER) and Western Range (WR). This manual implements various Air Force and DoD policies, establishing system safety program requirements, design, test, inspection, and hazard analysis criteria for hazardous and safety-critical equipment. It applies to all range users, including DoD, US government agencies, civilian launch operators, and foreign entities, but not Air National Guard or Air Force Reserve Command units. The document covers general design, documentation, pad safety consoles, material handling equipment, acoustic hazards, radiation sources, hazardous materials, pressure systems, ordnance, electrical/electronic equipment, motor vehicles, computer systems/software, seismic design (WR only), and solid rocket motors. Key changes reflect organizational realignments within the U.S. Space Force. Range Users are responsible for establishing and maintaining a system safety program and submitting required documentation for review and approval by Range Safety.
